According to Tabari, had these disbelievers fought you, they would have been routed and turned to flee; then these defeated disbelievers would have found neither protector nor helper — for Allah is with the believers, and Allah's party is never defeated. According to Qatada, this refers to the disbelievers of Quraysh: 'no one can help them against Allah.' Hence it is said, 'My established way toward them is defeat and abasement.'

'Allah's established way that has passed before' means that the practice of granting His prophets victory was also a deep-rooted practice among past nations, as Allah said [elsewhere], 'I will surely overcome, I and My messengers.' 'You will never find a change in Allah's established way' — there is no alteration. 'And He is the One who held back their hands from you and your hands from them, within Mecca, after He had given you victory over them' — Ikrima ibn Abi Jahl set out with five hundred men to Hudaybiyyah; the Prophet sent Khalid ibn al-Walid with a force that routed them, driving them back to the walls of Mecca, then withdrew. According to some, this occurred on the Day of the Conquest, cited as evidence that Mecca was conquered by force — but this view is weak, since this surah was revealed before that event. 'And Allah is ever Seeing of what you do' — He sees and knows that you first fought them in obedience to His Messenger, and that He then held you back to honor His House, and rewards you accordingly.
