Fahreddin er-Râzî12-13. c.

According to Razi, in this reading the person thinks Allah will break His promise and considers the Messenger a liar — 'so We have prepared for him a blazing fire.' 'Allah's is the dominion of the heavens and the earth; He governs it as He wills. He forgives whom He wills and punishes whom He wills' — since nothing is obligatory upon Him. 'And Allah is ever Forgiving, Merciful' — for forgiveness and mercy proceed from His very essence, while punishment falls under His decree only secondarily/incidentally — hence the sacred tradition: 'My mercy precedes My wrath.'

ومن لم يؤمن بالله ورسوله فإنا أعتدنا للكافرين سعيرا (13) ولله ملك السماوات والأرض يغفر لمن يشاء ويعذب من يشاء وكان الله غفورا رحيما (14) ومن لم يؤمن بالله ورسوله فإنا أعتدنا للكافرين سعيرا وضع الكافرين موضع الضمير إيذانا بأن من لم يجمع بين الإيمان بالله ورسوله فهو كافر وأنه مستوجب للسعير بكفره، وتنكير سعيرا للتهويل أو لأنها نار مخصوصة. ولله ملك السماوات والأرض يدبره كيف يشاء. يغفر لمن يشاء ويعذب من يشاء إذ لا وجوب عليه. وكان الله غفورا رحيما فإن الغفران والرحمة من ذاته والتعذيب داخل تحت قضائه بالعرض، ولذلك جاء في الحديث الإلهي «سبقت رحمتي غضبي» .
